About

About the HNSC

Modeled on the proven success of its sister organization, the Austin, Texas-
based Hispanic Scholarship Consortium (HSC), HNSC aims to
collaboratively leverage resources to fund scholarships.

Scholarship awards will be based on scholastic merit, community service, leadership,
essays, motivation and financial need.

Beyond financial aid, the organization is building a robust network of support designed to mentor and
empower scholars, ensuring they graduate college as workforce-ready
leaders who are actively engaged in their communities.

Our Story

Our Mission

The Hispanic & Native Scholarship Consortium was created to help students overcome financial barriers that stand between talent and opportunity. We believe higher education should be more accessible for Hispanic and Native students pursuing their goals.

By connecting students with scholarship funding, practical guidance, and trusted resources, we help applicants move forward with clarity and confidence at every stage of the journey.

What We Do

Support Beyond Funding

Our work goes beyond listing scholarship opportunities. We help students understand eligibility, prepare strong applications, and find resources that support academic success before and after they apply.

From application guidance to clear next steps, we aim to make the process feel approachable, organized, and encouraging for students and families alike.

HNSC TEAM

Our consortium is guided by educators, advocates, and program leaders who are committed to expanding access and helping students navigate each step with care.

A Marine and Vietnam War veteran, Dr. David B. Garcia founded CEDRA Corporation in 1990 to provide GLP bioanalytical services for the federal government, and pharmaceutical and biotechnology industries. Dr. Garcia led CEDRA to acquire its clinical services division, CEDRA Clinical Research, LLC, in May of 2001, which offers investigational site research services for Phase I clinical trials. Previous to working at CEDRA, Dr. Garcia was the Pharmaceutical Sciences department head at Radian Corporation, where he was responsible for the company entering into the pharmaceutical services business. In addition, he has worked as an analytical chemist for Alcon Laboratories, taught at Idaho State University College of Pharmacy, and served as an adjunct professor at the University of Texas, College of Pharmacy (where he earned a B.S. in Pharmacy and Ph.D. in Pharmaceutical Chemistry). Dr. Garcia is also a member of the Pharmaceutical Foundation Advisory Council.

Dr. Garcia has received numerous awards, including being selected as a finalist for the Ernst & Young Entrepreneur of the Year Award for 2006, and received the National Society of Hispanic MBAs (NSHMBA) Corporate Executive Excellence Award. Dr. Garcia has authored three patents and many scientific articles in the field of pharmaceutical chemistry.

His passion for education has led him to establish the Hispanic Scholarship Consortium, a non-profit organization that awards higher education scholarships to young Central Texas Hispanics. In 2026, the Hispanic & Native Scholarship Consortium launched in the Southwest.

Justin grew up in Southern California, playing sports, reading, and dreaming of one day becoming a writer. After studying English and Political Science at the University of California, Riverside, he spent years living in New York City and Los Angeles, living the dream… only to discover that writing was no longer his dream.

After a few more years in Southern California, managing a disparate collection of small businesses, Justin moved to Santa Fe, not sure how long he would stay. Within a few months, he realized he could never again live anywhere with traffic or smog. In early 2023, Justin began working for David Garcia, running a small business. In 2026, Dr. Garcia asked Justin to launch the HNSC in New Mexico and the American Southwest.
